Can the medical insurance be issued for employees on a part-time contract?
We would like to inquire whether medical insurance can be issued for employees on a partial contract, who work 20 hours a week, with a two-year work permit.
If this is permissible, could you please share the relevant article or regulation?
Thank you in advance!
According to Article 10 of the UAE Federal Law No. 11 of 2013 on Health Insurance, all employers in the UAE are required to provide health insurance coverage for their employees, including those on partial contracts.
This means that employees working 20 hours a week with a two-year work permit are entitled to medical insurance.
The relevant article states: "Every employer shall provide health insurance coverage for all of his employees, including those working on a part-time basis, in accordance with the provisions of this Law and its Executive Regulations."
Dear R.,
Thanks for your inquiry.
Based on the prevailing regulations in both Dubai and Abu Dhabi, yes, medical insurance can and should be issued to part-time employees (20 hours a week) working under a valid two-year work permit.
However, you should confirm the specific health insurance provisions in the emirate where your business is located, as there may be slight variations in implementation.
Should you require assistance with compliance or specific steps in providing health insurance, please feel free to reach out.
Best regards,
Mohammed Salah

Dear questioner
If you have a full-time contract with medical insurance coverage, then you do not require medical insurance for the partial work permit.
However, if there is no full-time contract, then it is mandatory to your employer to provide the insurance.

In the UAE, employers are required to provide medical insurance for all employees, regardless of their employment status, including those on partial contracts working 20 hours a week.
According to the Dubai Health Authority (DHA) regulations, all expatriate workers must have access to a minimum level of healthcare coverage, known as the Essential Benefits Plan (EBP), which includes essential health services.
This requirement applies to all employees under Dubai's jurisdiction, including those with part-time contracts.
For specific legal references, you can refer to the DHA guidelines and the mandatory health insurance law outlined in the UAE Cabinet decisions.

According to the UAE Labor Law, all employees, regardless of their contract type or working hours, are entitled to medical insurance coverage.
This is stated in Article 10 of Federal Law No. 11 of 2013, which states that employers are responsible for providing their employees with medical insurance that covers the costs of medical treatment, including hospitalization, medication, and surgeries.
Therefore, it is permissible for employees on a partial contract, working 20 hours a week, to be provided with medical insurance by their employer.
This is also applicable for employees with a two-year work permit. Additionally, the Dubai Health Authority (DHA) has issued a mandatory health insurance law that requires all employers in Dubai to provide their employees with health insurance coverage.
This law applies to all employees, regardless of their contract type or working hours. In conclusion, it is mandatory for employers in the UAE to provide medical insurance coverage for all their employees, including those on a partial contract, working 20 hours a week, with a two-year work permit.
