Bought car at Emirates auction, papers uncleared, can't use. How refund money?

I bought a car in an Emirates auction 3 months ago. The car papers were not passed/cleared when the car was delivered to me, so I cannot drive the car. I am unable to resell the car.
The Emirates Auction office is not providing a meeting. I am unable to export the car and I can't do anything.
