Can I come back to Dubai after losing my job and paying a fine for a loan?

I have been working in Dubai for 10 years. I have taken loans from two banks in the UAE.
Suddenly, I lost my job due to salary issues and termination (a jobless condition during the COVID-19 pandemic) from my company.
I paid a fine at the police station for one bank at that time.
Now, I want to know if it is possible for me to come back to Dubai. Can I work again in the UAE?
