Q: I have read somewhere that Federal Law No.23 (1991) regulating the legal profession has been superseded by Federal Law No.3 (2012) regulating the legal profession and Decree 666 (2015) regulating the legal profession. However, I cannot find these newer laws on this website.
Would a knowledgeable lawyer confirm this and explain how the articles covering conflict of interest between lawyer and client have changed? In particular how article 40 of Fed Law No.23 (1991) has been amended.

I am an ex-pat from Pakistan with an LLB degree and two years of post-graduate experience. I am registered with both the Punjab Bar Council and the Lahore Bar Association as a practicing lawyer.
I am interested in starting my legal practice in the UAE, but I am unsure about the process.
Is there a bar council in the UAE that I need to register with to obtain a practicing license?
Additionally, what steps do I need to take to become a legal advisor in the UAE and start practicing law here?
The provisions of this Law regulate the profession of lawyers in the UAE. Lawyers are those who practice the legal profession in view of providing judicial and legal assistance to whomever so requires.
This Ministerial Decision of Minister of Justice, Islamic Affairs and Endowments sets the implementing regulations of the Federal Law No. (23) of 1991 On the Regulation of the Legal Profession in the UAE. It abrogates Ministerial Decision No. (501) of 1992.
By virtue of this resolution, the Bylaw Concerning the Registration of Legal Consultants in the Emirate of Dubai including all rules and procedures is adopted. This resolution replaces Administrative Resolution No.(125) of 2012 Adopting the Bylaw Concerning the Registration of Legal Consultants in the Emirate of Dubai.
By virtue of this Resolution, the “Continuing Legal Professional Development Bylaw for Legal Consultants in the Emirate of Dubai” including its rules and procedures is adopted. The objective of this Bylaw is to enhance the standards of legal services offered in the Emirate of Dubai.
My Dubai tenant's rental agreement is ending by the end of September 2024 and the completion of 12 months of legally served Eviction Notice is the end of December 2024.
I have two questions:
(a) Can I send a rent increase notice 3 months before as the rent has increased as per the RERA rent calculator?
(b) The second question is, do I have to renew the rental agreement for 3 months (until December 2024) or not?

لدي عقار مشترك في أبوظبي. لقد تعثرت في سداد الرهن العقاري حيث اضطررت إلى مغادرة العقار مع أطفالي بعد اعتداء زوجي السابق. غادر البلاد في عام 2018 ولم يدفع الرهن العقاري أبدًا.
بما أنني كنت في البلاد، رفع البنك ضدي قضية جنائية، وحكم عليّ بالسجن لمدة 3 سنوات. لقد فزت بالاستئناف ضد البنك ثم رفع قضية جنائية أخرى بعد بضعة أشهر في دبي. مرة أخرى، فزت ودفعت غرامة.
في عام 2019، رفع البنك قضية مدنية ضدي وضد زوجي السابق لاستعادة الممتلكات. ومع ذلك، في وقت شراء العقار، لم تكن هناك سندات ملكية، ويطلب البنك ذلك.
لا أستطيع أن أعطيهم سندات الملكية لبيع العقار وسداد المبلغ المستحق لهم لأن زوجي السابق يرفض تقديم توكيل. لقد رفع البنك قضية جنائية أخرى ضدي فقط فيما يتعلق بممتلكاتنا المشتركة.
أرغب في حل هذه المشكلة وسداد مستحقات البنك واستلام أي أموال متبقية من البيع. كيف يمكنني حل مشكلة سندات الملكية؟

ولكن تم حظر نقل الملكية بأمر من المحكمة.
وفقًا لزملائي، وكالة العقارات ليست وصيًا ولا يحق لهم الاحتفاظ بشيك الضمان الخاص بي من الأساس، فهل هذا الأمر صحيحًا؟
