How to return to the UAE while there are unpaid loans and credit cards?

Q: Dear sir/madam, I have loans from 2 banks; one is 40000 AED and the other is 12000 AED. There are also 2 cards; one is 2500 AED and the other is 22500 AED. I am planning to come back to Dubai to search for a job. Is there any way to get a job visa? And how can I settle this?

Is it possible to apply the old labor law while a new labor law is issued?

Q: Dear sir/madam, Does an employer have the right to calculate the end of service money by applying the old labor law (considering only 7 days for 1st-year completion)? I have resigned from my job after completing one year, 4 months, and I understand that according to the new labor law, the end of service money should be paid 21 days of the full salary (not basic). How can I protect my entitlement? Could you please advise on this regard?
