You have not specified the nature of the ban. There are different kinds of a ban in the UAE such as labour ban, ban for medical reasons, deportation, blacklisting for criminal cases...etc.

If it is a flight​ connection, he will have to cross the immigration. In that case, chances are more that he will be apprehended then and there [depending upon the type of the ban].
