I am in process of changing companies but I have a criminal case. How to clear it to issue my visa?

I am in the process of changing companies. To move to the new company, I need to cancel my visa and my dependent visa.

The criminal case is closed in the police station and moved to the PP for closing.

Meanwhile, my question is, can the police clear me for processing my visa by obtaining my brother's passport or my spouse's passport to release the ban from the system to the ICP system?
