How to return to Dubai after leaving with unpaid credit card and possible absconding?

Hi

I have queries related to my residence visa and re-entry. Under some circumstances, I had to leave Dubai, while I was on a resident permit.

I could not return back to the country due to some personal emergencies back home. I had some credit card dues and dues with bank charges.

It's been almost 2 years and I want to return back to Dubai through a visitor visa.

How would I know if I can apply for a visitor visa?

If yes, then what would be the consequences for me to get my visa canceled?
