Is it the business's obligation to provide an employee with a salary certificate?

It's the obligation of the employer to provide the salary certificate to the employee in the common language.

If he requires it in Arabic, you can charge him the cost.

There is no particular rule regarding the same; it will be according to the policy of the company.
