How to get new visa with cheque bounce case and frozen bank account?

Now I have a new job, and I only have a travel ban. I have paid 30% of the amount in court, and I am now ready to pay the outstanding balance, which is in the frozen bank account.
How do I get things sorted and get my new visa?

You will have to request the court to unfreeze the bank account take the balance amount from the bank and close the case.
