Unable to start work after signing a labor contract: Should I pay visa expenses?

Dear Sir/Madam,

I am Moroccan and accepted a job offer in Dubai. I signed the contract and received my e-visa (freelance).

However, I had last-minute family problems (my parents decided not to let me go), so when I texted the employer explaining the situation, he said that I need to pay him back 8500 AED.

However, the contract does not say that I need to pay for the expenses. What should I do?

He said that he understood the situation but I would still need to pay.

The employer also said that he’s going to block any FUTURE entry to the UAE. I believe that it is not true but he just wants to scare me.
