I lost my job and could not pay my credit card but now found a new job. Can I apply for new visa?
I lost my job a year and a half ago and now I got a job but I am not able to pay my credit card dues for the last 3 months.
Does this affect changing my visa or not?
Recently, they sent me a legal notice from a lawyer's office.
I have 4 cards of 20k, 16k, 11k, and 39k from three different banks.

There is no link between unpaid debt and the visa. The effect of non-payment of debts is in legal and judicial prosecutions.
Please note that you will not be able to renew your visa if a criminal case is pending against you. You mentioned the amount of the fine in the question.
If you pay the fine, you can apply for a clearance certificate, after which you can apply for visa renewal.
Whereas in the civil case, even if there is a judgment against you and as long as the second party does not ask to impose a ban on you, you can renew your residence visa freely.
