Is there any chance to travel to GCC countries and Qatar if I have unpaid bank loans?

I have an unpaid loan from a bank of around AED 48000 and a credit card from finance of AED 9000 unpaid.

Is there any chance to travel to GCC countries and Qatar?

If there's a case, then you can only travel to Qatar but not Oman or Saudi Arabia.
