How can you remove the absconding case if the employer is not responsive?

One of my friends has an absconding case.

We seek a lot of PRO, however, their advice is only that she should contact the previous employer to cancel or remove the case because he is the only person who can remove the case.

She (my friend) was Domestic Helper Visa. Please, I want advice on this matter. Her employer cannot be contacted anymore.

Actually, my friend is staying here in the UAE illegally and she wants to stay and work as she still can because she has children to support.
