Returning to the UAE after leaving with pending loans
Someone has a police case of credit cards, loans and absconding, and then got a job offer but the visa cannot be issued because of the cases.
Can he or she be entitled to get a new visa so he or she can manage to pay the dues?

With reference to your inquiry, kindly be informed that you will not be entitled to get a new visa issued for you unless you have cleared all that is filed against you.
Also consider that clearing the dues is not subject to the visa's issuance, as you can clear them even while being outside the UAE.
So, our recommendation is to manage to clear all your dues as soon as possible, then apply to any sort of visa you would like, in order to safeguard yourself and prevent yourself from getting caught and/or getting your passport held by the local police.
