Returning to the UAE after leaving without paying the overstay fine

Dear sir/madam,

My brother has overstayed his visit visa for over a month. We don't have any means to pay the fine and renew his visa.

We are planning to send him on outpass.

We just want to know if there will be a lifetime ban on him or if he can come back again to the UAE.
