Getting the passport of guarantor back from public prosecution

Hi.

I kept my passport as a guarantee for a friend in the public prosecution more than two years back. He left the country without telling me and hasn't come back into the country so far.

In the meantime, I am stuck here with my passport in court. I have tried setting up meetings with the public prosecutor but every time the online application gets rejected, even for a meeting with the public prosecutor.

This has created a big issue for me and my family. Is there anything I can do to get my passport out?
