With reference to your inquiry, kindly be informed that you do have the right to discuss all your requests with any potential and/or current employer.

It is all subject to your negotiation, so if he rejects, you have the right to accept the offer letter or reject it.

There is nothing to be done in order to force any employer to increase salaries in any way whatsoever.
