Can the employer make the employee pay visa charges for resigning during probation?

I have a Bike Delivery Service Company. I hired a non-skilled bike delivery rider and did all his visa process. When that employee came to the UAE, he changed his mind.

He wants me to cancel his visa and give him his passport back. I have already gone through all his process of visa, labor card, and medical test booking.

Is he liable to pay me for all of this or am I just supposed to cancel his visa without asking for any compensation?

According to the law, you must cancel the employee’s visa without claiming any compensation and hand over your passport.

But you have the right to register a name ban from entering the country as long as the probation period is not completed.

This employee complained to labour court about me not cancelling his visa. Labour court called me and themselves cancelled his visa. Now he has won and my money that i invested on him i.e labour court fees, immigration visa and all have gone to waste and he didn't work a single day so i earned nothing. Labour court told me your employee is not liable to pay you any compensation for resigning. How can i get this employee banned from ever entering UAE again after what he has done?
