How to transfer the complete ownership of a UAE company to a foreign LLC company?

We have a small software services business (100% LLC owned). We want to transfer the complete ownership to a foreign LLC (based in Delaware, USA).

First, the owner or owners of the foreign company must be the same as the partners of the branch company located in the UAE.
It is required to submit the partners’ papers, a copy of the foreign license, and a power of attorney from the partners abroad to a lawyer in the UAE to complete the procedures or to one of the partners with the choice of an agent in the UAE who is an Emirati.
