Does the landlord have the right to change apartment locks without notifying the tenant ?
The landlord has changed the lock of my apartment without any notice, with all my belongings and even my cat inside. What should I do?

We need to know if there was a dispute between you and the landlord.
Does he have an eviction order against you?
If not, you can file a complaint with the police and the RDC to re-enter the apartment.

Dear questioner,
You should make an order petition (أمر على عريضة) to the court to allow you to enter your apartment and fetch your belongings.

The landlord has no right to do that and you can get an urgent order from RDC to access the unit.
If the landlord has any dispute regarding the rent value or else, he /she can take a legal action for that and cannot prevent the tenant from accessing the unit.
