Dear questioner,

The answer is yes!

It is separate from the annual vacation visa.

"The employer at the end of the employment contract shall be liable to return the employee to his homeland unless the employee received a new offer letter from another company."

For the sake of clarity, check Labour Law Number 8 of 1980 Article 131.

I checked with my HR as per your advice

It is only for terminated employees or contract finished employees and not for resigned employees and I resigned.

Dear questioner,

That is only applicable IF the employee has enough money to return back home, and if he didn't at all ways has money, his former employer is obligated to send him back home, or else the ministry will do that and they will refund from the employer.
