Sale of a property and completing the transactions of transfer

Can the following transaction(s) be done amongst the buyer/seller through the developer and Dubai Land Department in ONE ( 1 ) DAY?

1- Balance payment paid to the developer against the property.

2- NOC charges paid to the developer for property registration in Dubai Land Department.

3- PoA sold the same property to a new buyer on the same date.

4- Developer issued property registration letter to Dubai Land Department in favour of the new buyer.

5- New buyer paid Oqood, ERES, property registration charges on the same date.

6- Intial contract of sale issued to the new buyer by Dubai Land Department on the same date.

7- Transfer of ownership of the same property done by Dubai Land Department from legal heirs of the deceased to the new buyer on the same date.

8- Property Registration Letter of depicting that the deceased legal heirs sold it on the same date.

9- Passport of the Attorney was expired ( so how come these transactions can be honored legally as per Dubai real estate laws )?

Can any transaction be made on Expired Passport through Dubai Land Department without the record of Manager's Cheque ( e.g Cash Transaction without involving Bank) as per Dubai Real Estate Laws ?
