هل يحق للمالك إخطار المستأجر وفحص العقار بشكل عشوائي؟

Yes, it is legal that the owner runs an inspection to the property to check any modifications in his property made by the tenant without his prior approval.

Please note that most of the standard tenancy contracts include clauses to allow the landlord to inspect the unit within a reasonable time and notice given to the tenant - which is usually specifically mentioned as 2 or 3 days - and as well the same right is stipulated in the law.
Your legal right as the tenant of a certain unit allows you to use it and benefit from it but not to deny the landlord the right to inspect it!
Your possession of the unit basically guarantees you to benefit from its use for the intended purpose as per the contract.
However, at certain times you will have the right - if reasonably necessary - to reschedule the inspection of the landlord when there is a valid reason that does not allow you to adhere to the 24-48 hours notice period.
Like if you are outside of the country or have some fears of being exposed to certain risks, such as not being vaccinated and not ready to receive guests at your home during the pandemic.
In this case, you may request the landlord more time until you get the vaccine or until the person with the high risk of getting the infection is not present in the unit!
I would recommend you to start a reasonable conversation with the landlord rather than getting into a conflict for something that is not really a big problem!
