If a defendant is not responding to notifications, and his address is not known, what would be the best way under UAE law to notify him? In court or arbitration proceedings?

Hi,

In courts, a defendant can be notified via email or Whatsup as well and if not known, the plaintiff has to investigate the address from immigration or Emirates ID authority and if there are no details, the plaintiff can seek permission to publish in a newspaper.
