Getting a heirs certificate while two of the legal heirs do not give their proofs

You can open a file in the court and the court will decide after examination of 2 witnesses, therefore no need for consent of all legal heirs and no need for their presence also.

The property will be distributed according to the legal heirs' certificate by the court. Their part will remain under court until they will approach the court.
