Rights of the employee upon resignation for salary delay

If salary is given delayed by the employers for 3 months and the employee filed for resignation, is the employer capable of giving a ban to the employee?

And is it legal to deduct 45 days from the settlement because the contract was not finished?

The worker may abandon his work without notice in the case that employer fails to honour his obligations towards the worker in accordance with the contract, or the Law.

You shall be paid at least once a month, so delayed 3 months payment of wages is a valid reason for termination. You may also claim the case before competent authorities.
