Requirements for starting online business based on commission

Hi,

I am starting a company in the UAE. It will be an online marketplace, where I connect students to teachers and take a commission.

I wanted to know if this is legal in the UAE?

The student would make a payment through my website. I would then pay out the tutor and take a commission.
