Committing a legal act outside and prosecution in the UAE

Can a person be prosecuted in the UAE for doing something which is legal in a country where he/she did it, but it is illegal in UAE?

If you are a UAE national, the answer is yes. If you are not a UAE national, the answer is no.

But in some cases, it is hard to prove that the matter has happened outside the country, especially if the matter has a long effect.

For example; you have smoked drugs in the Netherlands where it is legal, then you are back to UAE driving your car and make an accident.

If there is a drug discovered in your blood, the burden to prove that this action was outside the UAE (smoking drugs in the Netherlands where it is legal to do so) is your liability.
