Your representative cannot clear the fines if he does not hold a power of attorney from you. The first name being the same holds a little relevance.

I would advise you issue a power of attorney and then you can get your clearance in order.

Can a power of attorney in the Philippines be used in the UAE or it requires certain certification first?

Dear Sir/ Madam,

You can issue a power of attorney in the Philippines but you will need attestation from the Ministry of Foreign Affairs and UAE Embassy in the Philippines, and then further two stamps in the UAE.
