Is it legal to work freelance without a special license, just being on husband visa in UAE?

You can definitely work whilst you are on your husband's visa in the UAE, however, you do need a special license to work as a freelancer.
You will need to obtain a trade license with regards to your business activity from the relevant authority, depending on the nature/type of activity you are willing to conduct.
