How to remove a lifetime ban after serving jail term and deportation in a drug case?

I would like some advice.

Someone has been deported from the UAE after serving 1.5 years in jail for a drug case and has a lifetime travel ban. 

Does this ban remain only in the UAE, or is it applicable to other GCC countries such as KSA, Qatar, or Oman?

Additionally, is there a way to remove this travel ban in the UAE when a person's family is still based in the UAE?
