Complaining to Land Department about poor communication on an India-based project

I have been paying for a project in India through a real estate company located in Dubai (under DED).
There is no proper communication regarding the project status despite follow-ups, and the staff is not available to meet at the office.
Can I file a complaint against them with the Dubai Land Department?
