What are the repercussions of delaying employment visa when my tourist visa expires?
I found a job in Dubai while I was on a tourist visa and my company applied for a work permit with MOHRE before my tourist visa expired.
Now my tourist visa expired a few days ago and the work permit is still under process.
What kind of repercussions does this imply for me, besides the fine?
Will I have issues if I get pulled over by the police?

If the fines go beyond a particular extent, then you will be deported and also there are chances for putting absconding case by your visa agency because they are your sponsor.
It is advisable to clear the overstay fines on a daily basis and inform your visa agency that your employment visa is under processing.
If the visa is under process, then there won't be any issue. You may check with your employer.
If any overstay fine has been imposed, you can make a request to clear the same.
