Our company is located in the DMCC free zone, and the authority often charges us a fee to issue a salary certificate in Arabic, which an employee requires for official government activities.
Who is responsible for covering this cost, the employer or the employee?

It's the obligation of the employer to provide the salary certificate to the employee in the common language.
If he requires it in Arabic, you can charge him the cost.
There is no particular rule regarding the same; it will be according to the policy of the company.
