My employer requested me to withdraw my complaint to cancel my visa. What should I do?

Sir actually the labour told me, my employer will call me on the said date for signing of the cancellation paper and to receive my settlement dues. Unfortunately, my employer did not call me and i've been sending email to follow up regarding my visa cancellation and not replying even.

Sir should i call first my employer to ask them if they are now processing it or should i call the labour to inform them that my employer not yet settled on our agreement.?

You are not required to wait for Labor to call and also need to check the papers before you sign them.

Actually, we had an agreement already that my employer would contact me on a specific date the labor mentioned

for me to sign the paper and receive my dues, unfortunately, my employer has not called me.

Should I call first my employer to ask what the status of my cancelation is or I call labor first to inform them?

You send the employer a reminder mail and then after you can inform the Labor showing that you did not receive any dues.
