Can I terminate the SPA for an off-plan property and get full refund if I didn't receive the SPA?
I booked an off-plan property with a developer in a project in Dubai.
I have paid 10% + 4% DLD. It's been 2 months and still, I don't have SPA. Plus, the above amount is in favor of the developer's account and not escrow.
Please advise if this is normal and what questions I should ask the developer.
Can I withdraw the money from the developer?
Will he be liable to hold any % of my money for cancellation?

As per your query, please note that if you have not received any Oqood certificate, then you have to check with the developer for the reason.
If you want to terminate the deal, then the provisions will be as per Agreement.

As per your query, please note that you should get the Oqood.
If the money is not deposited in the escrow account, then you can complain to DLD.
You can send him a notice for cancellation and please check the documents you signed with the developer.
