What can the current tenant do if the landlord rented the villa after evicting him?

My landlord sent me a 12-month notice to evict the villa for personal use.

I am aware that he cannot rent it for 2 years after the eviction.

How does this get enforced on the landlord? And what can I do if it was rented?
