Setting up a tourist business in Dubai

What are the requirements, government expenses and lawyer fees for a foreigner to open a company in Dubai (and alternatively in one of the free zones)?
Are there any special licensing issues/expenses that we need to be made aware of if the main activity of the company is Tourism?

The expenses in respect of setting up a company in Dubai depends upon the activity, nature of the license, location of licensing, the jurisdiction of registration. Tourism business has very wide spectrum, kindly specify the exact nature of the business you wish to carry in Dubai.

Lawyers fees:
Since this is an open forum no lawyer will disclose the professional fees in order to be very competitive. However, it ranges from AED 5,000 to AED 20,000+ depending on the years of experience and expertise/brand name of the law firm.
Government fees:
If the office is based in the mainland UAE - depends on the lease value and can be AED 18,000 plus.
If the office is based in free zones - depends on the lease value and which free zone you have selected and can be AED 25,000 plus.
Or E-Commerce license in Dubai or Freezone - can be AED 18,000 plus.
Intended activities can be clubbed together if they fall in the same group. So it has to be checked if creating programs and booking tickets can be in one license.
Standard Documents:
- Application form;
- Passport copy of the applicant;
- Certificate of professional qualification of the manager;
- Clean criminal record certificate of the owner and manager of a company;
- Economic feasibility study of the project;
- NOC from Civil aviation department if the activity applied for is "Travel Agent".
The Dubai Department of Tourism prefers if the license is applied by the manager in person or by the PRO.
