Brother detained for 25 days after an accident; no bail due to investigation. What to do?

Q: Dear Sir/Madam, My brother has been in Buheira police station for 25 days now. He had a minor accident in Sharjah that resulted in dents to two cars. They took him that day and said they needed to do drug tests on him. It`s been 25 days now, and the results have not come back. They say it will take more time. We are unable to get bail because the lawyers say it shows as "under investigation" online, and until the investigation is over, we cannot get bail. We don`t know what to do because the test results may take much longer, and we`re not sure how long we have to wait. He`s only 22, and now they say he has four charges against him for drugs and the accident.

Can we legally dispose of tenants' personal belongings left in common areas?

Q: Dear Questioner, We are a company that owns a residential complex in the city of Al Ain, and tenants sometimes place their personal belongings in the corridors, which affects the general appearance, such as shoes, bicycles, etc. We always send them notices after they commit this act, and we have set regulations at the entrance to the building that prohibit it. Do we have the right to do this? Should we notify the tenant before disposing of any of their personal belongings, or is it not permissible for us to do so?

Can I cut DEWA to force my tenant to register it in his name?

Q: Dear Lawyers, My tenant is making monthly payments when Ejari is for four cheques. Moreover, he has not registered Empower or the DEWA bill in his name. Sometimes, I make payments as a default, which would fine my account for 2500 AED—feeling helpless, as the tenant doesn`t pick up the phone when payment is due. Is it legal for my parents to withhold my passport?

Q: Dear Lawyers, Is it possible for my parents to withhold my passport from me? Due to my strict family, as an Emirati female above the age of 21, my mother is withholding my passport from me. I have the opportunity to study for my master`s abroad, and my flight is due in less than 3 weeks. She hasn’t allowed me to renew my passport, nor is she aware of the opportunity due to my fear of the abuse I might receive. There is a history of both physical and emotional abuse in the past; however, the proof is only my memory. I have a voice message proving that she won’t give me my passport, and I’m afraid that they will hurt me upon knowing I’m packing my bags or lock me up. What can I do?
