I submitted my mercy request online, but now I need to give a POA. Why is that?

Dear Sir/Madam,

I submitted my mercy request by myself online. They told me it's in the Attorney General's office.

But today, I called, and they told me that I have to give POA to someone to attend the court.

Can somebody explain this?
