How to cancel a partner expired visa while the other partner is not in the country?

My mother is on a partner visa which expired on August 31, 2023. We were trying to cancel the visa but were unable to do so because:
1) The other partner is not in the country currently.
2) The trade license has not been renewed over the last year.
Will the visa automatically expire now?
Is she allowed to leave the country?
If she leaves, can she return later on another visa or a new visa?
Does she have a grace period after the expiry date of the visa?
