Detained for hit-and-run accident: What to do?

I have an inquiry about my friend who was detained by immigration in Abu Dhabi and taken to CID. They said he is being investigated for a hit-and-run accident, but they are not providing much information.
My friend gave his car to someone else to drive, and the driver was involved in a minor accident. The driver said he stopped at the side of the road after the accident, but a police officer told him to move his car to the parking lot near Dubai Mall.
The driver did as he was told, and a taxi was also involved in the accident. Everyone was safe, but after they parked, the driver of the first car told the driver of my friend's car to go further down the road because there were a lot of cars.
The driver of my friend's car couldn't find the other driver, so he left the scene. What can happen in this scenario?
Who will be at fault, the friend who was driving the car or the friend who owns the car?
