With reference to your inquiry, kindly be informed that as per the given info, I do believe that Al Wasl personnel have suspected the sub-lease from some apparent reasons.

Also, I have no idea why have you paid the fine if the said person is your cousin!!

Anyhow, you have 2 options to go for, at once:

1. To submit a proof as requested by Al Wasl personnel, which actually makes a lot of sense.

2. To submit a Tenancy Contract which proves that your cousin is residing somewhere else.

In such a case, you can easily get your cash back smoothly.

Other than that, you will have to abide by the community rules.
