Dear,

A power of attorney for property sale will allow your wife to sell the apartment in Dubai so long as it specifies the property details, and the one who is issuing the POA has the ownership/title deed in his name.

Furthermore, the POA will be valid for two years after execution. Since you will be issuing the POA from Vietnam, it is important to complete all verification processes there and then have it translated and sent to the UAE for certification by the UAE ministry of justice.
