Vaping is not an illegal act in the UAE and you may buy electronic cigarettes from any tobacco shop or smoking requisite store.

However, keep in mind that vaping e-cigarettes is prohibited inside offices, some public spaces, and closed spaces across the UAE. Furthermore, you must be 18+.
