Who is responsible for the cancellation of the visa from immigration? The exiting employee or the former employer?

My former employer has instructed me to process the immigration cancellation as it is the new rule.

Visa cancelation can be done by the employee. However, the work permit shall be canceled prior to visa cancellation.

Only the work permit is under the responsibility of the employer. The rest is the responsibility of the employee.
