Are the heirs obliged to pay the debts of the deceased before receiving inheritance?

In regards to the UAE family inheritance in Dubai, is it possible to unfreeze the bank account of the deceased?

If there is a loan that has a payment plan and can be paid as per the plan, do the heirs have to be responsible together until the loan is paid off?
