How to claim passport from old employer who refuses to release it

I have been struggling to get my passport from my old company for almost 2 years now.

I went to my embassy who is of no use, went to JAFZA but no use, and they are asking me to pay money.

I have already paid them AED 8000 but they're still asking me to pay AED 13,000.

I am homeless and struggling with food also asking somebody to help me with this, please.

I want to go home to see my family, I am desperate and broke.
