What lawsuit should be filed against a person after being fined for a bounced cheque?

Good day,

I had bounced a cheque of a person who owed me AED 25000 for which the case was moved to the court and the court has given them a fine of AED 2000.

Now, I would like to ask how can I get my money? What lawsuit should be used against that person? And how much will it cost me to proceed further?

Can I claim damage for the time that has been wasted since the money was taken last year in March and has not been returned to date? That money was meant to be sent to my family in my home country and due to this, they have also suffered and so have I with health issues.

Based on this, how can I hold the person and what are my chances?
